How long has this service been running and who is it for?
The service was created in 2011 in the Czech Republic. It is an online forum where the users can share their experience with phone numbers, both annoying (mostly telemarketing, surveys) and useful (e.g. couriers, offices)..
Since the beginning, the service has been received very well, which led to localization into more languages. Nowadays, the forum exists in more than 20 languages and 34 countries throughout the world.
The service is intended for anyone who wants to identify the owner of an unknown phone number. The creators of the forum have also recently created the mobile app Call Insider for Android phones. This app, which is connected to the database of the website call-reverse-lookup.com, also allows users to automatically block telemarketing numbers.
A bipartisan coalition of 48 state attorneys general, plus the DC attorney general, sued Avid Telecom on Tuesday, alleging that the company is responsible for billions of illegal spam calls, including calls to the phone numbers on the Do Not Call Registry.
Over the past week, WhatsApp users have been inundated with missed video and voice calls on the platform from a variety of country codes. This is the latest in phishing attempts by scammers that have left India's telecom industry scrambling to deal with ever-growing menace.

Called and left no message. When I called back VM said it is a national research number and if I didn't want to be contacted again, leave phone number with area code. I did so we'll see what happens next.
